65 johnson doesnt want to start

hi i have a 65 johnson, i took it out on the lake started for about 45 sec but i had to keep reving it, then it stoped and couldnt get it to start again, i did a quick cheque, spark is good but the squeeze bulb got stuck after i pressed it once and it didnt want to come back up. i plan to get a new bulb and gas tank.
Things i have done:
Took apart the carb and cleaned it then installed a new kit.
Took the megneto plate out and got new parts for it then adjusted the points to spec.
cleaned the fuel pump.
new spark plugs.

Someone told me that my spark plugs got flooded??

Questions:
How do i clean the motor without taking it apart? (didnt run for about 3 years)
what do you think the problem is?
how do you tell if you have a good carb adjustment? do you squeeze the bulb till hard? i did that and i squeezed really hard got no leaks but lost preasue i dont know if thats normal?
How do i sync the engine, lik air, fuel and spark so they sync?
what can you use equipment wise to check for a proper spark?

The collapsed primer bulb indicates a blockage between the bulb and the tank or possibly a blocked tank vent.
check that the connectors are on right ,is the gas line on with the arrows pointing toward the motor?

I dont know the model right now,

Yes the arrow does face the correct way, thats what i figured.
do you know how can i clean pistons?
or even how to clean the engine without taking it apart
