Can't get speed at WOT in gear

On a 2000 Johnson 25 hp, I cannot get the boat to gain speed and plane out.
Iv'e taken the carb off cleaned, soaked, blew out with high pressure hose, and rebuilt. (confident the carb is totally cleaned)

When in neutral it will rev up to high rpms. when in gear, and at WOT it won't get much speed.

All hoses were blown out, fuel pump removed and cleaned as well, checked plug wires and replaced plugs.

I'm baffled, it seems that there is some type of fuel restriction when in gear.

Anyone experience this before or have any suggestions.

Hi Thomas,

You did not say which engine you have, two-stroke or four-stroke?
One other thing you could check is the ignition timing. AT WOT the ignition would be 10 - 20 degrees (check the specs for your motor) before TDC. This true for both two- and four-stroke motors. If the ignition does not advance with the throttle, that could be a reason for reaching the required RPM.

Peter, Thanks for responding. It is a 2 stroke. On checking the ignition timing, is that something a novice can do?

What's the compression on it ?? Is it running on both cyl's ?? Pull one spark plug lead at a time to find out.

I checked, its running on both cylinders. Compression is about 100 in each.

Low compression will get you every time!
