1987 Evinrude 28 SPL hard cold start and wont idle

Hi there. I just purchased this motor and am having a little trouble with it being very hard to start cold. I have to spray starter fluid on a rag and hold it near the carb to get it to start (I heard spraying it right into the carb was bad). I followed the cold start procedure, but it still isn't wanting to start. It will turn over all day long it just wont fire until I hold the rag near the intake. I know Im getting fuel to the plugs because the plugs are wet when I yank them. But once it warms up it is fine.
It can warm up all day long but it wont idle as soon as I shift to neutral I have to use the "fast start" lever to keep it going. The guy that had it before me said he tore the carbs out and cleaned them, and "claimed" he put it back right, but Im sure there's room for error on that end. I was also wondering if the thermostat was faulty it is wouldn't allow the motor to heat up, and if so could someone tell me the location of the thermostat. I didn't know if there was something quick that I could try before having to take off the carbs, and all ideas are welcome. Thanks guys :happy:

Not a good idea to use starting fluid on these older 2 strokes. Most here suggest a small spray bottle of gas sprayed into the carb. Have you checked for good spark on both cylinders along with a compression check? Carbs need some fine tuning. Start with idle needle jet buy screwing it in all the way just seating the needle then back it out 1? turns and see if it will run. Are the carb mounting nuts tight? Is it running the correct plugs?

Spark should jump a 7/16 " open air gap on a spark tester.

Speaking generically if it has an electric choke/primer my 87 50 has a red lever for manual choking if the electric fails.
Perhaps your 28 has the same.

Ok so i checked the compression and it was good (about 110 in both) and it seems to be starting easier with some seafoam, new fuel filter, and new fuel. But i took it out today and i was only going about 7mph. I wouldnt even get on a plane. I thought this motor could do alot more. Im on a 13.5 ft fiber glass tri hull. I dont think the boat was that heavy, but i guess im going to pull the carb and see if either of the jets have anything clogging them

The compression is good! Did you do the spark test (mentioned above) and did you check to see if you have the right plugs and if they are gapped at .030? If the spark is consistant on both plugs then the carb is probably dirty. You can get the repair kit here on Iboats. No special tools, just a can of carb cleaner. You may also check the screen filter on the fuel pump.

Is the engine making rpms but the boat is not moving? Spun prop hub. That 28SPL should rip on a 13.5 ft fiber glass boat.
I'm thinking something in excess of 20 mph. I get 20 on my 14' Mirro-Craft with a 1959 18hp Evinrude.

Well i took off the carb and found that the fuel valve behind the throttle body was 100% blocked. im guessing that is what sprays when i prime the choke, and what allows it to idle when the throttle is closed. Im going to put it back on tomorrow and hopefully that was the problem, and ill let you guys know. Thanks
