Can someone tell me what these are?

The last boat I bought had two of them. Both with a 10' piece of rope attached. They say TODD ENTERPRISES, and patent pending, but nothing else.

I noticed Smoke, but I'm voting for jayhanig's answer as it has more 'forum' affect in the answer.
(which means that i'm ignoring all real thought and evidence to up the entertainment value)
