On top of the water tube is there supposed to be a small circular rubber grommet with a smaller hole then the water tube in it? I believe this would seal the water tube when it meets the 2nd part of the water tube up in the mid section? Here's a picture to what I am talking about. Not sure what motor you have, but on the old motors I run there is a rubber grommet into which the water pickup tub is placed, and a missing grommet or a collapsed one that has been damaged by a funky installation of the water pickup tube would cause your symptoms.
