No RPM's at WOT.......................

I have twin Suzuki DF 70's on my 20 ft Grady White. Two trips ago, one of my engines would not exceed 3600 rpm's at WOT. I changed the high pressure fuel filter, water seperator, spark plugs and engine oil. Just yesterday, I went out and the engine did the same thing, this time at about 3800 rpm's. The engine idle's perfectly and no alarms appear. Has anyone experienced this or have any thoughts about what the problem could be? I am stuck.

Do the basics check compression, spark, and timing .
If all is well then you have a fuel problem.
spark and timing needs to be checked at problem RPM also.
Some motors have a low and a high speed charge coil for ignition system , but not sure what yours has.
Everything can be tested, but need a service manual and proper equipment

Check the fuel pressure between the high pressure pump and injectors.
