D1-30B smoking at 2K rpms

I have a D1-30B with 2300 hours on it. It began blowing black carbon smoke at 2000 rpms a few months back. It idles fine and works fine at 1800 rpms, but anything over it bogs down and blows unburnt fuel out of the exhaust. It is definitely unburnt fuel and not oil.

I checked the air intake and no problems. It does this with or without the air cleaner.
Compression check showed 525lbs per cylinder. I also checked it with the exhaust pipe off at the manifold and it stayed the same.
Rebuilt the injectors but but no change.
Rebuilt the injector pump but no change.
Checked the fuel return line and no blockages.
I had someone check my folding prop but it moved fine with minimal growth.
The diesel fuel is relatively new and the tank is being filed routinely.
There is no water in the oil and the oil level has stayed the same.

Any help would be great. I am at a loss. Mark
