I am close to getting this motor running and have a leak on the tank bottom above the petcock. It is not the threads but the bushing it threads into. I was going to use seal-all, but have found that sometimes it works and sometimes not. having it brazed would probably be best. could it be soldered without he risk of explosion? or is there a good fuel proof epoxy I could use?

Brazing would be the explosion risk. Soldering with a heavy soldering iron is best. You can't do it with a light iron. Another option may be one of the tank sealers on the market such as Kreem. Try your local motorcycle shop for it.

You want the old fashioned soldering iron you heat up on the gas until the flames go green ...copper about 1x1 x2in with a point.
