I took my engine by my local outboard mechanic and he took the lower unit off. The gear shift rod would not turn when the lower unit was connected but now turns with the lower unit off. He is saying the gear box is seized up? Does this sound right or has anyone ever had this happen to them.

The Engine is a 2007.

If dropping the lower unit freed it up then lower unit problems sound correct.
When was the last time you checked or changed the lower unit oil?

Drain, check, change lower unit oil....if saltwater leaked in seals the lower unit could well be seized up. Even freshwater could lock it up due to corrosion of bearings. Used/rebuilt lower units can be purchased if yours is in fact ruined by water intrusion. Good luck!
