I have a 2 1996 Mercruiser 4.3 EFI in a 26.footer. One engine runs fine, but the other has just refused to start.
I know it is a fuel issue as it runs briefly with a little fuel pured into the throttle body. The fuel pump runs for a few seconds when the key is turned to start and it is receiving power whilst the engine is cranking.
I have installed a new, full of fuel, filter. This dud engin'e fuel pump sounds slightly different to the good engine.
I disconnected both lines from the fuel filter and the line into the throttle body. The level of fuel in the suction line did not drop and nothing came out of the throttle body connection.
I guess the pump has had an impeller/gear failure.

Has anybody else experienced a pump that runs but doesm't pump?

It happens all the time. If there is an air leak in the fuel system, the pump sucks air, if the inlet is plugged up, it won't suck anything.
Or, it could be just a bad pump.

Have the same problem every year and finally figured it out.

After this years filter change, one engine started and the other would not. So I took the low tech aproach of tapping on the filters and noticed that one sounded hollow. Unscrewed it and filled it with fuel before reinstalling. Fired up and ran fine.

Don is right... Sometimes you get air trapped in the filter and it will not suck fuel.

I pilled the pump out of the boat toady and tested on the bench. The motor ran but it would not pump any fuel, so it's a ne pump for me. They are $350 here in Australia so I am thinking of buying anAirtex 110-E11004 from Summit racing for about $190 shipped. Any thoughts?

If that Airtex pump IS an exact Marine replacement pump, then yes, I would use it.

Airtex IS the the fuel pump OEM for many engine manufacturers including Mercury/Mercruiser.

But just because it simply "looks" like the right pump, doesn't make it the "right" one.

For example, Airtex specifies the following from http://www.fuelpumpu.com/vehicle-search.aspx search:
Fuel Pump Marine

E8264

MERCRUISER MARINE All Models; 262 (4.3L)92-93Fuel Pump Marine

THe above pump is an SAE J1171 compliant pump. The one you noted may not be.
