fuel problems on 1996 40hp johnson vro pump

I have a fuel flow problem with my 1996 40 hp Johnson. It is the vro model with electric start. I have changed the primer bulb, fuel line and fuel fittings but my ball will not stay hard and I am constantly stalling out unless someone keeps on pumping the bulb. I have also cleaned the carburator. Can anyone help me out.
