I have a 1982 , 28 hp johnson spl with a few things going on , first it idles rough , second it coughs and acts like the timing is off when idling, third it coughs some getting up to rpm if you give it too much throttle too quickly , fourth it will stall if you come down from full throttle too fast to idle and last at full throttle it seems to slightly and randomly want for fuel as the Rpms vary some . Any ideas ?

when was the last time the carb was properly cleaned and a kit installed? you could also closely inspect all the fuel lines for cracks/leaks etc. (especially on the suction side of the pump.

But to easily verify that the problem is fuel supply related,dump a can of carburetor cleaner in your fuel tank- in addition to your fuel- and run it through the engine.
It probably will not solve your problem,but if fuel is the problem, you will see at least a bit of performance improvement.

A vacume leak will also make it run like that,make shure the carb gasket is intact, possible crankcase seals could leak air also.
I have an older 28 evinrude, very good runner if kept tuned up. Good luck in your quest to get er fixed up!

Thank you , I will get started , not sure when the carb had a kit or cleaning, will try fuel treatment , new hoses etc first , I will let you know how I make out .
