It may; though a assuming the same brand a 10" prop should perform like a 10" prop.
at a max the likely change would be 50 to 100 rpm.
Tell us about your setup,present rpm and speed we may be able to help with some suggestions.

I was just wondering because the boat does just find with me an another but when I add the third person the rpm drops so I was wondering about getting a 8 or 9 pitch Instead of the ten

Its important to understand your motor needs to be able to rev freely within it rpm range.
5000-6000.
Both for the health of the motor and the best performance.
Without knowing your present wot rpm and gps speed with a light load prop selection
without is a guess with no information.A description of your setup and a gps speed lightly loaded
would give us a little to go on.
some cells have a gps app.
The 10" prop is near the top size it its possible a 9" pitch should help the load ability.
But without more info we won't know if you will over rev. with a light load.
There are other things that might help;
Eliminate as much weight as possible,weight placement and careful motor trim
could help.Raising the motor on the transom could help.
Use a 3 gallon tank instead of 6, the 9.9 will use only about 1 gallon per hour at full throttle.
