crank pulley setting

So I have taken off all the cogs and cleaned them up, I found a few bits of tools under the crank shaft pulley I think thats why the belt snapped. Anyways, I have the cam shaft lined up where it is supposed to go, but I am not sure what to set the crank to? There is 0-45 but I am not sure where it goes? Since the belt was snapped I have no old reference point...

I got the boat for free from my father in law, he was trying to drill out a rusted screw and he dropped 2 dill bits down there that I found when I pulled the pulley out. The teeth are not damaged at all. If you look at the old belt it looks pretty old and obviously has a rip in it.

I also need to know which spark plug wires go where on the distributor since he had the cap cracked off when I got it.
