Charging Voltage on '89 88SPL

I recently checked the voltage on my battery with and without the engine running. The voltage without the engine running was 11.9v, with the engine running in the driveway on the 'muffs' did not change. I was expecting to see an increase. Does this indicate the rectifier is damaged?

No, it just tells you that the charging system is inoperative. Normal reading is 13.5 to 14 VDC across batt terminals. It can be caused by a number of things including the regulator/rectifier, stator, terminations, etc. You need a shop manual and follow the trouble shooting guidance there. There are a variety of voltage and resistance measurements which can narrow down the possibilities.
