04 15hp Feels like spun prop but isn't

This motor is baffling me.

The motor starts easy, runs smooth and quiet. Was working great for a long time but recently, under load it feels like the prop has spun but only momentarily. Ease back on the throttle then roll it back on and it's fine. Tried a brand new prop from Merc has the same symptom.

I should also mention that it is not cavitation.

A mechanics over the phone diagnosis is blown lower unit. What could slip in the lower unit?

My step dad had a problem like this, What caused his problem was the gap between the outside diameter of the prop hub and the inside diameter of the Lower unit where the prop is slightly reseced into, was causing ventilation. All we did to temporarily fix it was wrap electrical tape around the rear of the prop to close the gap...This may not be your problem, but worth mentioning.
