If your foam is saturated, you more than likely have other issues as well. Rotten decking, stringers, and transom which all will need to be tended to as well. You may not have all of these issues, but you'll probably have at least one or a combination of them.
The faom, although used mainly for floatation also adds a certain amount of support to your hull and deck. Without it you run the risk off cracks in your fiberglass which will in turn leak more water into your boat ruining the issues you fixed... so it's best to replace it.
