Long, long story short, I need to replace the raw seawater pump on my '94 Four Winns. I am fairly certain it is a Ford block and this diagram is really close to what I'm working with:

My question is how to remove and reinstall the water pump belt? I know, basic question, but I can't get it in between the two pulleys on the block. Both pulleys have three groves, but only the lower pulley has belts in all three. The upper water pump pulley only has the alternator and power steering belt around it.
I have confirmed the belt number with everywhere I can find online to be 3852348, which is the number that is on it. But how can I get it off and the new one on when there is only about 1/8" to 1/4" clearance between the two pulleys? I thought that maybe it was the wrong belt and it should go around both pulleys on the block (like the alternator and power steering), which would eliminate the need to get in between them, but all research points to the fact that I have the right belt. My only solution appears to be find a longer belt that routes around both pulleys or pull the upper pulley to the circulating water pump. Thoughts?
