all outboards come with feul primers the pipe from your tank with the rubber bulb on to the motor . how else you gonna get feul to the motor with out one ?
OMC changed to an electric fuel primer type choke solenoid in model year 1980. Prior to that, all chokes used the dedicated choke butterfly in the carb throats.
