Marine 8h problem starting

It was working fine all summer then one day on the water about 5 min after working, it stopped, leaving us drifting. Won't even turn over now. Checked for a spark on both spark plugs, fuel filter cleaned and getting fuel, all connections tight, used the choke, primed the line. I feel like the fuel isn't getting to the carburetor or something. When I took the fuel filter off and pumped the fuel, there was water and gunk in the line. I flushed it until it was clear. Maybe there is gunk in the carburetor or something? Where should I go from here?

The carb are probably full of water. Disconnect the fuel line remove the carb and trun it upside down to get the water out. replace the carb and spray fuel mixture into the throat of the carb and see if it will fire. It may take some time as the plug is probably soaked in water as well.
