Water in top cylinder - 1998 8HP Johnson 4 stroke

I recently purchased a 1998 Johnson 8HP J8FRECA 4 stroke and was told that water was entering the top cylinder due to a cracked engine block. As recommended, had a used block with new gaskets installed, but continue to have the same problem. It is now recommended that I send the head out to be magnafluxed. Wondering if there are any other issues that could cause water in the top cylinder besides a cracked or warped head. Thanks for any suggestions.

i doub thwt block is craced/
only head surface should be fllaten and new head gasket

Could you have a crack in the intake/exhaust area ??

If I am looking at the correct parts diagram, the thermostat is located in the intake manifold housing. The location is ominously close to the top cylinder.
I would verify this configuration, thermostat in intake housing, and then check that housing for a crack of gasket failure.

If you had a marine mechanic do the swap I'd require that he deal with it. If you did the swap - - - -
