there are several bearing in the lower unit. If they are not well lubed ( low on oil) they will of course whine. If there is water in there then it,s time to check for metal inside the oit of the unit. When was the last time you changed the oil in it?

How was the old oil...any water in it?Any metal shavings on fill plug?
Pull the prop and check for debris, check shaft spinning straight.
Drop leg and check shaft, also check water pump for debris or damage.
If ok id be looking at bearings.
