Johnson 33hp hole in gear case

Gentelmen, I have a Johnson 1960 33E69A that has a hole in the gear case I need some advice on. The hole opens into the exhaust cavity and I am assuming it is a drain hole that possibly hot xhaust gas has burned out into a larger hole that a previous owner tried to patch with J.B. weld. I have the lower unit apart now for a rebuild and need to know if I should weld this hole up and redrill to original size, or am I really off base about this and should just weld it up.

Whew, what a hole. No, the drain hole is that 3/16" hole below that. Is that open? Probably not. Then sand and crud collect in the cavity and cause corrosion that can break the case. OR, freezes and breaks it. Whatever, weld it shut, but make sure it can drain out the correct hole.

Thanks, after grinding off the J.B. weld, there is quite a bit more cracking.
I am going to take it and get it welded up.
