carb question

I have a 83 Mercury 40Hp outboard that idles fine in neutral but when I put in in gear and let it idle, it spits and sputters. If I had the carb rebuilt would that fix that issue or could there be something else wrong with it. BTW seems to run fine when I open it up WOT.

Try adjusting the idle speed and idle mixture with the motor in gear. May not need a total rebuild but it usually doesn't hurt.
