I asked about this before and Don S advised to pull it apart and check. Did that, and I think the pulley is out of whack. The damper appears to be true.

The problem is that the bolts or/and the holes on the damper are stripped (apparently the PO tried to fix this also). So I need to pull it and reinstall (can you recommend a good tool for this...lots out there on the market) also need a crank stop to torque the pulley bolt. Whats a good set up for this job regarding special tools?

Volvo Penta parts are way more money than others, can you recommend after market damper and pulley or can I get the damper drilled and tapped and the pump holes widened.

Most auto parts stores carry the puller and installers. Some even rent them out for free.
The vibration dampner is a standard Chevy part.
Put a couple of bolts in the new dampner and hold it. Or you could take the starter off and have someone hold the flywheel with a screwdriver while you torque the bolt down.
