90 outboard johnson wont trim down

i was getting ready to trailer boat lowered the motor into the built in motor lock then trimed up now it wont trim down it will trim up just not down any ideas? I moved the motor lock and where it sits back and forth but no luck is there some kind of saftey stopping it?

Does the motor try to run, does it just click? You didn't list a model number, swap the relays if you have them and see if it will go down but not up, if so you have a bad relay.

This is a typical symptom of low fluid in the PT&T system.

Depending on the yr you could also have a prob with your trim switch in the throttle handle. Again as Daviet asked, does the mtr try to run or is it dead ??

It's a 90 hp Johnson I tnink 1996
The trim on the throttle and the trim button on the motor don't work just goes up not down both buttons make a click when pressed but don't hear a motor running how do I go about checking the fluid levels for the trim I am handy but have no experience on boat motors
