Well she floats... and doesn't leak...

The motor goes like this...

lift for cold start bar, check
neutral check
flick a switch under the key and I'm assuming its an electric choke.

she fires right up... high idles till you drop the lever.
forward and reverse have a small amount of power but as you increse the throttle the power stays the same.
not backfiring
Im thinking its fuel related

Have you checked to make sure your carbs are opening when you give it throttle?

wouldnt even know where to start lol.
shes got the 4 slow speed mixture controls and thats all I know

lol, it would seem we have some good write ups on here.
I'll be rewiring the boat this weekend and the motor is coming off for a tune up.

Have you watched the linkage on the engine, is it moving when you move the throttle handle, maybe cable is broken or not connected.
