Johnson outboard non identifiable part.

I have a 1996 50 Hp Johnson outboard, Just bought this a month ago.
I was preparing to put the boat in the water and so started the engine in the driveway(with muffs).
I noticed fuel spraying out of a valve on the right side of the engine (as viewed from the back) coming
out a valve with a red shut off lever. I looked in the owners manual, but no mention of this part.
I suspected this to be some sort of valve for fogging the engine

that is a fuel primer, elect & red lever is manuel for rope starting

Choke for cold starting

If there is fuel coming out of it, there are a couple things to check. #1, is look for a crack in the red lever & shaft itself. Just had to replace one of those the other day... #2, there's an o-ring on the shaft of that lever that may have cracked. You have to remove the cap (4-screws) to remove the shaft. #3, check the hoses that go in and out of the primer. Make sure they're not split or loose.

Is there a possibility that the fuel spraying out could have contributed to the damaged cylinder walls on my
Johnson outboard?
