no spark on bottom cylinder

hello have a 1981 9.9 evin fires up but bottom cylinder is not firing so i have another 9.9 evin same year thats runs on both cylinders but has lower problems anyway switch power pack and coils same problem so if its not power pack or coils what can i be i took flywheel off but dont know were to go from here any help would be great thx

Did you check the compression? Are the plug wires ok? What shape are the spark plugs in?

i would look at coils grounding.
put back flywheel.
look at grounding at this coil where is no spark.
unscreav cable going to stop switch

if is ok change powerpacks only and try if the same sytuaction, change coils set
