Does anyone know how this work. I can't seem to get it to do anything. I am new to boating, and I understand mechanics but it doesn't seem to anything so it can make an adkustment. Many Thanks to all!

Is the linkage inside moving when you turn the knob?

First thing to do is make sure all the parts are there. For lack of a better description, it is a trolling cruise control. If you want to troll at say 2mph you simply turn the knob until you hit your desired speed. From that point on you can speed up via throttle and when you return the tiller throttle to idle you will be going 2 mph. I find it to be invaluable and sure beats holding the throttle to maintain the desired speed. Hope that helps. Best of luck. Rick.
