'88 merc 45 horse low power @top end

I have a 1988 Bass Tracker 17' w classic fifty 45 horse motor. Runs normal @ slow speeds but at wot will only turn 4000 rpms at about 28 mph. Will not completely plane out. Feels as if carbs aren't opening completely. Have cleaned fuel system completely, rebuild carbs and fuel pump. Motor will rev above 5000 in driveway but not under load. Any suggestions?

That's kind of a small motor for that size boat. Was it ever any faster? What size prop is on it.

Boat just recently purchased. Motor is original. Don't know size of prop but it is 14p.

I realize with this motor the boat will probably not do much better in speed dept. but what bothers me is the fact that it will not over 4000 rpm under load.

Sound like it only running on 3 of the 4 cylinders, check your spark....
