Mysterious connector hose/water pump problem

I have a 40 HP Mercury 2 stroke. Water is not shooting out of the pee hole. It's just dripping out. Meanwhile, there's a small connector hose dangling on the outside of the shaft. I assume it's related. There wasn't a problem until I saw this loose connector. However, I can't figure out what it connects to. What is this thing? Can anyone help?

It connects to your speedometer. Seriously. Has nothing to do with the pee hole.

I don't have a speedometer...Of course, the motor doesn't know that. Still, I can't find where it connects.

It doesnt connect anywhere because you don't have a speedometer. cut it short and plug it or get a speedometer and use it..
