Steering/Outboard Noise?

I have come across something I am having troubleshooting. Recently, I have been hearing a noise that would be considered as more of a resistance or rubbing sound coming from the rear of my 18' I/O 302/Mercruiser. To start at the beginning, I recently took off the outboard to replace the bellows. The next time out Inoticed the steering would turn a sharp right while at faster speeds. Still havent fixed that, not sure how but mostly I go slower. Then next few times out Ive noticed the resistance/ rubbing noise. nothing is actually rubbing though and it can be heard when turning either way under any sort of acceleration. I took the prop off to replace and havent had it out since but it was chipped up from when I bought the whole outboard unit and I found fishing line tangled around the shaft between the outboard and prop. I dont think the steering is bad because the wheel isnt too sloppy, rather I probably need to adjust something. Any idea what this may be?
