tilt and trim problem

I have a 1996 115 johnson fast strike. I had a power outage at home while my on board charger was pluged in. i went out to my boat and the tilt and trim is not working at all. the relay switches are clicking. Can they click and still be bad.. I need some help.. Please. Dont know what to do!!! Thanks

It is possiable for a relay to click and still not pass voltage.
Have you checked the voltage on the output side of the relays to see if they are passing voltage?

First thing to do is have your battery load tested at a local parts house.

After you get the battery load tested try tapping the tilt motor to see if you have a sticking brush. Good luck
