1977 evinrude flywheel problem?

My 1977 evinrude 115 i just got and trying to start it the flywheel whould not turn easly it pauses and looks like its haveing a problem but when i take out the spark plugs it turns easly any one know whats wrong with it?

Taint the flywheel. Bad battery, bad battery connections or bad starter mtr.

Battery charged up properly, ALL the electrical connections clean and tight, including the ground cable ends?

Try jumping the starter. Use a set of automotive jumper cables and a known charged battery. If the starter cranks the flywheel normally, you have current leakage in the starter wiring, or even a bad starter solenoid.

i tried but it still had problems and even when i try to manualy turn it it is harder then its supposed to be
