Any which way you can to get the maximum amount below decks, and not too overstuffed as to pop the deck loose when the boat flexes & moves a little as you cross waves & wakes. Think SLIGHT compression. The noodles will compress a good bit, the foam board won't compress at all.
Look thru Jas SN build. Start looking at his pix from about mid-April, (+/-). His use of foam board & noodles pretty much gave him as much flotation as he could possibly get below decks. And I think he describes how/why he placed them the way he did, and has a good # of pix for reference. Some noodles were segmented, some were cut length-wise, to achieve whatever shape & cavity he needed them to. In addition to the below deck foam, he added some 2" rigid foam board to various areas of his deck layout & it's construction, backer for bulkheads & etc
