Evinrude 90 HP won't shift into gear

Out late and as I approached the boat ramp put it into neutral...when I went to put it into gear again it would not shift into gear...glad it happened by the ramp and not where we were fishing! My hunch is where the shifter cable meets the shift rod is the issue...any thoughts?

Have someone work the shifter and watch to see if the cable is shifting the engine.
