Impeller picking up or not???

Just replaced a new impeller on my 4.3 omc and when I put the motor in a bin full of water it doesn't pick up water... But when I put muffs on the motor it has no issues... I called my local marine shop and he is telling me not to worry about it because there is probably water coming out where the prop is... Should I be worried...

an omc impeller doesn't actually pick up, it simply pushes the water as the impeller is in over it's head so to speak.. When you start your engine, your drive is this deep (I know that isn't a Cobra, but all OMC drives have the impeller in the upper):

thus the need for pressure feeding the impeller with muffs or other means on the trailer

impeller pumps are designed to have a "flooded inlet"
