Blowing thru 70 hp carb?

Just cleaned lower carburator on 1984 3 cyl 75 hp evinrude, replacing float & the valve assy. I understand that you should be able to blow thru it when held one way and not blow thru it upside down. Question is when blowing thru it: should it be an easy air flow - like blowing thru a straw or should it take some umpf? (I'm thinking pretty small passages so should take some umpf...right?)

When you turn the carb upside down you should not be able to blow through it, the needle/seat should close off fuel flow.
When you turn the right side up, you should be able to gently blow through it as the needle/seat should be open allowing fuel flow.
