Blockers in risers and overheat?

I have a 1973 sea ray 240 srv cc with a 351 merc i thing its running hot cant touch manifolds or risers replace impeller,housing and bottom plate still same took off rise to check for blockage has a blocker plate btween manifold and riser not sur why i would need this being that my engine is raw water cooled would seem to me it would run cooler with it opend also removed thermostat no change. My ? is do i need plates and should my manifolds be hot ive heard yes and no

Regarding whether or not the manifolds should be hot to the touch, you should be able to put your palm on the exhaust or riser for a couple of seconds or more while the engine is running or has not been shut down for very long, it will be hot but not uncomfortably so for that few seconds. When the engine is off the manifolds heat soak some and will be hotter than when water is circulating thru them. This is good and bad, good to keep the water evaporated and reduce rusting rate, but bad for touching :)

I am not sure on the blocking plates.
