Fuel Pump 3.0 L

I have 3.0 4 cylinder. It is the EST type. The Serial number is 0L614291

Question: If the fuel pump is going bad will it still start, idle and run up to 2800 RPM OK.

Question: Will a clogged fuel filter in the fuel pump keep the engine from going to full throttle ? It wont go past 2800 and yet starts, idles and run up to 2800 RPM OK.

As stated above good start. But there is also a good section in the adults only section @ the top of this forum for not achieving wot.
