I have a 1984 Evenrude I tried to start it the starter engaged but it seems to drag like the battery is dead but the battery's are fully charged reading 12.9 volts each they are in parallel. Could it be the solenoid?

Taken the starter apart and looked at the brushes? Bad cable at the starter?

What kind of voltage are you getting at the starter itself?
Are all the cable connections clean and tight, including the grounds?
