not sure what year he 48 special is but in general the pump is a 2 or 3 wire unit. from the pump follow the wire to either the plug or the black box then get a friend to trim while you test for voltage.
2 wire the blue is pos and green neg when trimming up.........blue is neg and green pos when trimming down.
3 wire the black is neg and blue pos trimming up..........black is neg and green is pos trimming down.
if you get voltage the pump is bad try tapping gently to see if the brushs are stuck. if you dont get voltage tell me how many wires and i will tell you how the solinoid or relays work and how to test them
