1986 40 hp evinrude outboard possible ring failure

I recently bought a boat with a 40 hp evinrude that sat in storage for 3 years. When i bought it i watched the guy start it in his shop so i thought it was all good. When i got it home i started it a few times with muffs on and all sounded good, but when i took it out for the first time it had no power thats when i discoverd that the lower carb was packed with field corn most likely from a mouse so i pulled the carb and got it all out and then it ran good for about half a mile and then lost power again and died. I was able to get it started again but it dident sound good but was able to limp it back. I have replaced both plugs and cleaned both carbs, the engine will fire on one cylinder if i remove the bottom plug but if i try that with the top plug out and the the bottom one in it dosent sound like there is any compression. If anyone could help that would be great

Sounds like a compression check is in order. Are you getting spark on the bottom plug? Is the bottom plug wet? I have the same motor and I'm sure more experience person will be along shortly.

Did a comp. test shortly after my first post and I think it's bad I am getting around 130 p.s.i. On the upper cylinder and only about 2 p.s.i. On the lower and I can see charring on the top of the piston which tells me I ran the lower to lean and over heated it I'm gonna tear into next week

You might also make sure there is no trash in the reed valves. When you take the head off for inspection, try to preserve the head gasket and take a good look at it. Might get lucky and just need a head gasket.
