1989 Mariner Magnum 150 - will not go past idle speed in water

My 1989 Mariner Magnum 150 will not go past idle speed while in the water. The motor starts and runs fine, but rpms will not go past idle with a load on the prop. I can rev the motor while in neutral, or if running the motor out of the water. I rebuilt the fuel pump and replaced the fuel hoses and fuel filter. It ran fine previously. One day while cruising 30-35 mph I went to pick up some passengers, after that it acted like it was bogging down. It would eventually speed up the next couple of times I took it outbut not more than 30mph. It now only runs to about 15-20mph.

Have you checked the compression? Test to make sure all 6 cylinders have spark? That motor has a high speed stator winding. CDIElectronics web site will have a test for the stator.
