Brake wheel cylinders of side?

I'm installing mechanical surge brakes on my trailer. Is it essential that the wheel cylinders are on the top (horizontal) or can the drum be mounted so that the wheel cylinder is on one of the sides (i.e. vertical)? It would be easier for me to mount it on the existing mounting plate by having the WC vertical. Any help would be appreciated.

I think the main concern is the orientation of the bleed hole; it needs to be at the top so you're able to bleed air out of the cylinder.

Thanks for the help! Makes sense. I've just put a few extra holes in the drum backing plate to line up with the holes on the mounting plate. All good.
