Overheating

OK so i have a 1986 Evenrude 15 hp ive now changed the headgasket along with all the other gaskets included in doing this removed the thermostate and as well replaced just the impeller however not the waterpump housing as it did have some slight damage but still looked ok my question here is when it idles the water pees out just fine however is super hot after 10 min and when its reved right up it steams out the pee hole and then begins to over heat is this a result of a bad impeller housing as i have no clue what else it could be?

If the impeller housing and plate were groved fairly bad then it is likely that the new impeller is not sealing correctly inorder to pump at higher revs.
