How do I check to see if a CDI is working properly?

My motor acts like it is starving for gas when higher than an idle. It runs rough however gas flow is good. Timing is good. Spark looks good. At one point I thought I needed to do piston rings however I did clean the valves and they seat fine. I have replaced the spark plugs twice. Also the temp switch that retards the CDI works fine too. I have also replace the pulser coil. However the motor still will not run strong. The only other thing is I had zebra muscles build up in the water cooling intake restricting it but not completely stopping water flow, but once again the over temp switch checked out fine. So this leads me to believe its the CDI or piston rings.

Does anyone have any other ideas what it could be or how to solve my problem? Thanks in advance.
