1996 Yamaha 9.9 Rough at Low Revs

My 9.9 runs excellent at speed; but at low revs it flutters up and down and even dies. Placed in neutral; it dies. Always starts up again but I find I must tweak it up to keep from fluttering or dying when at low revs or neutral. Needless to say, this is a problem when maneuvering slowly in a packed marina or trying to approach a slip. More so since the outboard is a kicker for a sailboat which is a pig at slow speeds anyway. Carb is only a year old. Carb adjustment? Filter? Plugs? All of the above? Any suggestions? Mechanically challenged so expertise much appreciated. Thanks. Gregg

Did it run well at idle when you replaced the carb a year ago?

If it did then you need to have carb pulled and cleaned as the pilot jet/passages are plugging up
