lower tower shaft

I have a 1986 85hp. force and when I try to put into fast idle the lower tower hits the interlock on the shift rod hit and won't let it go into fast idle. How can I fix this?

You can't fix it. It's designed that way to prevent you from over revving the motor while in neutral. It should allow you do get the motor up to about 3000 RPM's. If it won't allow you to do that, then there's something out of adjustment. Check the link bar that goes between the tower shaft and the throttle cam on the carburetor.
